Still, with evidence mounting that the signals might be real, some scientists are calling on the federal government to develop a network of electromagnetic sensors to detect such signals before quakes. Even skeptics agree more detection is necessary.
"We need a much more comprehensive (electromagnetism-monitoring) network," Johnston said.
But Bill Ellsworth, a prominent Geological Survey geophysicist, said that in the absence of an infinite amount of federal funding, first priority should go to the development of more seismic-detection networks that -- unlike earthquake alarms -- are based on well-understood physical principles.
Research team leader Dr Huilin Xing said the AGU's last-minute inclusion of the UQ research in an added special session entitled “The 2007 Sumatra Seismic Sequence”, reflected the significance of the work.
The predictions were made using advanced computer simulation software developed as part of a research program under Dr Xing, with researchers utilising the ESSCC's Altix supercomputer – one of the fastest in Australia – to model scenarios and determine the highest risk areas.
Under the program, the fleet of natural-resources satellites must include meteorological observation craft (three Meteors and one Elektra in a geostationary orbit); Earth monitoring craft (two Kanopus-V and two Resurs craft); and two dual-capable craft (radar-carrying Arkons).
The A$30 million Lightning mission aims to put two satellites about 400 kilometres above the earth with the capacity to change the height of orbit by firing thrusters.
"That would be a world first," Cairns says. "Lightning would open the door to Australian remote sensing capability and having instruments of our own that we control."
He says Lightning will track changes in the atmosphere and ionosphere as well as play a role in climate change and remote sensing research.

地震の前兆探しのような、狭い予知研究に偏っていたとは思っていません。ただ、予知を言わないと予算が付かないので、「予知に役立つ」といって予算をもらっていた側面はあり、反省しなければならないと思います。言っていることと、やっていることに乖離(かいり)がある、予知を便法に使った、と批判される面は確かにあったかもしれません。 1995年に阪神大震災が起きて、予知という言葉が魔女狩りのようにたたかれ、政府の地震予知研究推進本部も地震調査研究推進本部に変わりました。私の当時の肩書きも地震予知研究センター長から地震調査研究センター長に変わりました。ただ、側杖を食って火山噴火予知研究室まで火山噴火調査研究室と変えられたのは、やりすぎではないかと思いました。噴火は予知できると思っていましたから。

It's too soon to say whether Freund's theories will be upheld or refuted, but the balance of expert opinion and evidence clearly is beginning to shift in his favor. Bryant and others, in work not yet published, have compiled hundreds of anomalous infrared events that are sharply aligned with faults and preceded quakes.
Close cooperation is expected in the early forecasting of earthquakes from space. The Ukrainian program, "Ionosats," is intended to study the ionosphere's responses to all kinds of seismic effects. In its philosophy it is close to the Russian Kaompas, Vulkan and Arina projects.

In many places in our planet, we experience severe earthquakes resulting in loss of life, loss of wealth and in some cases it destroys the decades of progress made by the country and its valuable civilizational heritage. India has earthquake problems periodically in certain regions. During my recent visit abroad, I found serious research in Iceland, Ukraine and Russia by young scientists. It is essential India has to work on mission mode research for forecast the earthquake using multiple parameters using precursors such as pre-shock conditions, electromagnetic phenomena prior to final rupture and atmospheric and ionospheric anomalies.
A new field called seismo-electromagnetics is currently making waves among Filipino and Japanese earth scientists who committed to pursue this new knowledge for gainful use. [image]
