For some Russians, that pride in Mir still exists.
"We have an outpost for humans ... and we can use it later as access to the moon, to Mars," says Russian journalist Dmitry Pieson. "The whole Mir station is a priceless technological experiment for the future international space station."
Space scientist Vladimir Utkin agrees. "Space can and must serve humanity," he told CNN.
"Only from space can we monitor the state of the ozone layer surrounding Earth. Only space can be used as a dump for 10-percent of all the most poisonous and radioactive wastes and materials accumulated on Earth. Only from space can we predict earthquakes in the most precise way," he said.

Despite such admissions, the government agencies backing the programme have expressed their determination to carry on with the research. The chief cabinet secretary, Seiroku Kajiyama, has said: "It is a matter of course that the government should continue efforts [to predict earthquakes] if there is a possibility of earthquake prediction in the future".

1980年、初めて地震発生直前に震央に近い地域のLF波帯の背景電波雑音レベルが上昇し、地震発生と共に低下する現象が実測された。この研究は1989年10月の米西海岸ロマ・プリエタ地震を契機として国内・外に急速に拡大した。現在はVLF帯以下の雑音レベル増加観測が主流であるが、兵庫県南部地震ではMF・HF・VHF帯が顕著に観測され、地震に関連した電離層変動の存在も研究の対象として考慮されるようになった。将来、本現象の信頼性を増し予知等に応用するためにも、今後は単に受信記録と地震発生の対比を求めるだけでなく、現在までに取得された観測結果により、研究対象を発生機構にまで掘り下げるべき時期に達しており、多数の関連分野の投稿と討論を期待したい。

Though it is far from proven, the mere promise that the VAN method might predict quakes has attracted a flood of attention. In 1995, the International Council of Scientific Unions and the Royal Society convened a conference in London to consider the merits of the VAN approach. In an introduction to the published conference proceedings, mathematician James Lighthill from University College London concluded that the large earthquakes that hit Greece on 13 May and 15 June, after the meeting, were "related" to VAN predictions received on 2 May and 20 May. The entire May 1996 issue of Geophysical Research Letters was dedicated to papers about VAN.

Prof. Qiang Zuji's Thermal Infrared Imaging Method utilizes widely available NOAA-14 meteorological satellite images to detect temperature anomalies over a wide region that may indicate an impending earthquake days in advance.
上田誠也研究リーダー(地震国際フロンティア研究プログラム)は、構造地質学における業績により、去る9月13日アテネ大学から名誉Ph.Dを授与されました。アテネ大学(National and Capodistrian University of Athens)は約160年の歴史を有する由緒あるギリシャの国立大学で、同大学より名誉博士号を贈られた日本人は江崎玲於奈氏に次いで二人目です。なお、上田研究リーダーはロシア科学アカデミーの外国人会員にも2年前に選ばれております。前身の旧ソ連科学アカデミー時代を含め日本人として同会員に選ばれたのは、伊藤正男国際フロンティア研究システム長、伏見康治氏など9人です。 [拡大]
